I created an html webpage for my project but the file cannot be opened by my teacher using his computer even after saving all the echatspin files in the webpage. |

I think OP was asking if they save a webpage to their computer, can that saved HTML make requests out to the internet. The answer to that is yes. If you have a saved .html on your computer, and open it, it can execute javascript that goes out to teh interwebs to do whatever. That's true even if you just open it up while disconnected, then later connect to the internet. |
